Believe it or not, performing arts usually has a big selection of old wigs that aren't even in use to choose from. Sometimes they'll sell some inexpensively as well.

It's actually pretty simple; especially the tinsel and yarn wigs. My daughter and I just made her yarn wig for this year's Halloween. We had a great time doing this and she just loves it. She's going to be Raggedy Ann this year.

Beauty schools have old hair pieces that they'll part with at deep discounts since these wigs are thrown away after school is out. Not only that, but you'll have access to a variety of wigs to choose from!

Shopping on-line: Many times you can find the same product on-line that's sold at your local store, but priced cheaper on-line. You can use this as leverage to negotiate down the pricing.
Halloween specialty store: You can get great deals at the specialty store since all they do is Halloween. The costume costs to the store are less since they buy in bulk.
Generally, these stores only rent out store space during Halloween season; not for the full year. This way they are paying less on the store leases also.
Former cancer patients who will lend or give you their wigs. In some instances they received the wigs free through the American Cancer Society.
