It’s much better to try and find something that has a personal connection to the colleague you’re buying for, whether it be something that they’re interested in (a hobby or a favorite sports team, perhaps), or a private joke between the two of you. Either way, the financial limit shouldn’t be a limit on your creativity and thoughtfulness.
